としたときには正常に接続できます。
ここでlocalhostを192.168.11.105に書き換えてみましょう。
このようになります。解決方法があるとうれしいのですが、現在のところ見つかっていません。

XPのときは2005ですか？ ちょっと2005でもやってみた方がいいのか。
webdev.webserver.exe は セキュリティ観点から http://localhost からの着信しか受け付けないはずです （Cassiniのreadme参照） ひとつの方法として Cassini v2.0 http://blogs.msdn.com/dmitryr/archive/2006/03/09/548131.aspx を参考に自作したりするという方法もあります。
やっぱりセキュリティ絡みなんですねー。WM機のエミュレータからの接続をLocalhost(127.0.0.1)に詐称する方法を考えた方が良さそう。
自記に delegate でも入れてみるとか。
