[WiX] WiX v3.11 RC2

WiX v3.11 Release Candidate 2 にあるとおり、RC2(v3.11.0.1528)がでました。まだVS Template周りに問題が残っているようですがあらかたバグフィックスできてるらしいです。

ちなみに、VS2017対応はこの3.11からになります。3.10までは、VS2017を認識しません。
