ほとんど詳しくないけどこんな感じだとおもわれ。

・マイク入力から音を拾う（ヘッドフォンやスピーカーから近いほうがいいがハウリングを起こしやすいのでそこら辺は対処が必要）
・処理タイムラグ時間先の外部音を予測→逆位相化→ヘッドフォンやスピーカの特性に合わせた加工。
・音を出力。

私も一昔前のしかわかりませんが、SteinbergのCleanなんかがそうですよね。

あとは、シーケンスソフトなどに入っているVSTプラグインのNoiseGateとか。

私はノイズを取りたい場合はCubase3SXを持っているので波形をいじってちょいちょいとかNoiseゲートやらCompなどを使ったりグライコ触ったり・・・って感じですねー。

ほかに何かよさげなツールはあるのかしら？(^^;

まま、ここまでくるとプロ仕様みたいな感じでちょっとお高くなりますが・・・。

昔、騒音対策用に作れないのかなーってちょっと調べたのですが、業務用(?)っぽい装置一式みたいなのしか見当たりませんでした。

推測ですが、ヘッドホンなら耳付近の音を逆位相にして出力すればいいのですが、スピーカー使って鳴らす場合、耳から距離があるので、拾った音と逆位相の音がきれいに重なる場所だけ静かに聞こえると思うんです。

となると、いる位置にあわせてセッティングしないといけない、セッティングしたら動けない、360度スピーカーとマイクで全方向からの音を消すしかない、となって、結局ヘッドホンのほうが手軽で現実的、ということになるのかなー、と。

ヘッドホンだけで実現するなら BOSE の「クワイアットコンフォート」とかいう製品がありますよー

いや、あってますよ。
スピーカーから鳴らしたいとかじゃなくって、対応ヘッドホンじゃなくて、PCだけでやればいいじゃんと。
フリーソフトはないのかな・・・

逆位相を出すためには音を拾う必要があるわけで、ヘッドホンのスピーカ部近くにマイクが存在している必要があるのでは？
PCだけでやるとしてマイクはどうするんだろう？
マイク入力に別途挿すのでしょうか？
