訂正) 「これって我々の仕事なの?」 と書くと誤解されました。ドキュメント化は我らの仕事ですが、業務ルールの確立/決定は先方の仕事では? という意味です。

実際作りながら決めていく事もしょっちゅう…

システム開発を行う上で最初にお客様から頂くのは、明文化された業務ルールになります。
しかしながら、そのようなものが存在する事は稀有であり、あったとしても現状とは異なる場合や、勝手に何かしている場合もありますので、そのようなときは、業務分析などの上位工程をご発注いただくという流れになります。

請求したい。But.大人の事情で.....orz...
(*) 先方の経営者も業務ルールが不明だったりして、結構どんぶりな感じがしたりします。

　ある意味、我々の仕事です。明文化というより、「まとめ直し」かな。もっとも、このケースは明文化ではなく“更新”であり、“違う”と思いますが。

境界線が引き難いですが、大筋同意。提案はできても、決定するのはユーザーなんです。「決めてくれ」といわれても困りますよね。
今回は題字のつけ方をミスりました。
業務ルールの発見は我々の仕事? にすべきだった。

開発の現場に入ったときに、依頼者は言いたい放題であり、
言うならば素人が組み立てできないものと解釈しています。

ルールの管理は、経営・運営側が行う最低限の仕事。
めんどくさいから誰かに依存しただけだと思う。

「決めてくれ」も一つの決断ではある。

そんな依頼者要望の舵取りができれば、
立派な設計者なんでしょうがね。

こんな小さな事から、
仕様書にないだとか、
（前のバージョンで出来たのに簡単にできるんじゃないか等）
言った言わないの話になることもある。

業務ルールを知り尽くすことは難しい。
だが理解する努力はしてもらいたい。
と依頼者は思っている。
